English Councils Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

Based on a new study of local authorities, English councils are preparing to sell community centers, sports centres, and shopping arcades as they rely on a fire sale of assets to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that 60% of local authorities are planning to sell assets to cover the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for selling playing fields and land to shore up their budgets, but they contend they must continue to raise vital cash from asset sales or face insolvency.

This coalition noted that a high proportion of authorities seeking to raise money from a fire sale of holdings marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would focus on restructuring services and using financial reserves to weather increasing fiscal pressures.”

Detailed Cases of Proposed Sales

One local authority in southeast England said its property management strategy featured the sale of a shopping centre in Rainham and a social club in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the plan.

Local Levy Rises and Broader Financial Strains

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will need to raise local levies next April to address the rising cost of essential services, higher levels of housing insecurity, and a persistent accommodation deficit.

The authority explained it will press ahead with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but certain measures take time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He continued: “We face population challenges which will persist to add to the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

Research of regional authorities this week also found council budgets being strained by the increasing figures of young people and older individuals needing special educational assistance.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Government officials have delayed planned reforms to the Send system until next year after a policy document setting out those reforms was recently delayed.

Deprivation and Funding Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, many key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like several major towns rank in the top 30 across the country under the 2025 IMD measures,” noted the study.

“While only one key city is in the top 10 for disadvantaged communities nationally, urban areas are far more likely to be in the most deprived fifth of the nation. The data underscores the extent of difficulties confronting municipal officials across key cities in the next twelve months,” the analysis added.

“Council officials have been clear about the necessity for a fair and sustainable funding system that reflects and responds to the actual extent of disadvantage and demand,” stated a council leader.

“Without this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”

One in five of councils have reduced or weakened care services in the last year, the survey found.
